Embraer is once again being linked to a potential sale of the C-390 Millennium to Morocco, following reports that discussions with the Royal Moroccan Air Force have advanced beyond the aircraft itself and now include military command-and-control systems.
According to Africa Intelligence, Embraer has been promoting a larger package that includes a C4I system developed by its subsidiary Atech. The platform would integrate command, control, communications, computing and intelligence functions into a single operational network for the Moroccan armed forces.

The report emerged after a recent visit by a Brazilian delegation to Morocco and suggests that the KC-390 remains at the center of the negotiations.
While the publication describes the talks as advanced, similar reports have surfaced repeatedly over the past two years without resulting in a formal order.

In 2025, Moroccan media outlets reported that a contract for four to five KC-390s valued at roughly $600 million was expected to be signed before the end of the year. Earlier reports also claimed negotiations had entered their final stages and that an announcement was imminent.
Speculation intensified after a C-390 demonstration tour in Morocco in March 2025 and again in September that year, when a presentation shown during a C-390 operators meeting identified Morocco among future operators of the aircraft. No official acquisition announcement followed either development.
Embraer and the Moroccan government signed a memorandum of understanding in 2024 covering aerospace, defense and industrial cooperation. The agreement opened the door to potential investments, industrial partnerships and military projects involving the Brazilian manufacturer.

The Royal Moroccan Air Force is considered a logical candidate for the KC-390 as it operates a fleet of aging Lockheed Martin C-130H Hercules transports and KC-130H tankers. The Brazilian aircraft would provide both tactical airlift and aerial refueling capabilities in a single platform.
The C-390 has steadily expanded its customer base in recent years, securing orders across Europe, South America and Asia.
