The United Arab Emirates (UAE) could take the lead among operators of the C-390 Millennium after signing a contract for 10 aircraft, with options for 10 more. If all additional units are confirmed, the country would operate up to 20 aircraft, surpassing Brazil, currently the largest customer.
The Brazilian Air Force has 19 C-390s on order, a figure reduced from an original contract for 28 aircraft. If the UAE exercises all options, it would move ahead in the ranking of operators of Embraer’s military transport.
Considering firm orders only, Brazil leads with 19 aircraft, followed by the United Arab Emirates with 10 and Portugal with six. Next are the Netherlands (five), Austria (four), Sweden (four), South Korea (three), Slovakia (three), and the Czech Republic, Hungary and Uzbekistan with two aircraft each.

In total, the program has reached 60 aircraft in firm orders and announced commitments across multiple countries. Lithuania had considered acquiring three units but postponed a decision until after 2030.
So far, 14 aircraft have been delivered. Brazil accounts for the largest share, with eight in service. Portugal has received four aircraft, while Hungary has taken delivery of two units.
The C-390 has secured a series of wins in international competitions, expanding its presence beyond Brazil. This track record is notable given competition from the Lockheed Martin C-130J, a widely used platform with a long operational history.
Embraer’s aircraft has been selected based on performance advantages, including higher payload, greater speed and longer range, along with the use of fly-by-wire flight controls.
Despite the UAE deal, Embraer continues to pursue larger opportunities, including India’s Medium Transport Aircraft program, which could involve up to 60 aircraft and where the C-390 is considered a leading contender.
